Garnishment in another state

I cannot seem to find a website that offers me info on how I can file a garnishment on wages in Iowa. I live in Texas & I loaned a married couple $215.00 on 1/3/09. I have both husband, wife's signature + my brother witnessed their signatures for me on the document that they borrowed the moneys and date they would have me paid off; I haven't been paid, they don't return my calls, letters, etc. Feel I have no alternative but to file a garnishment on this man's wages in lieu he is the only one that works. Thx.

Do they live in IA? You can't just file a garnishment. You'd need to sue them in Iowa in order to obtain a judgement. If you win, then the court could order his wages garnished.
