How can i find out if the following company is legal and legit?

they are abusive, threatening and are currently telling me that unless I pay them the $300 I owe them tomorrow they will tack on check fraud feees of as much as $3000 on 2/20/2009. I dont even have $50 to pay them today let alone $300.

As far as I can tell they are not licensed in your state and collection agencies are regulated in MN.
Here is a the information about collection agencies on the MN regulator website.
They are already doing illegal tactics according to your other thread. Since they are illegal they have no legal way of collecting by taking you to court nor garnishing.
Tell them to stuff it and report them.
