What state are you in?? Most states are 25% maximum garnish
            
What state are you in??  Most  states are  25%  maximum  garnishment  which  means  that  even student loans  cannot  go  over the state max.
Are your loans  with  two  guarantors?  The reason  I  is that  a single  guarnator  will  not  guaranish  multiple  times for  loans  they  hold.  
Rehab with  a  garnishment  requires  you  make  the  payments  over and  over the garnishment.   This is the law.

Thank you so much for your reply. I am in Texas. There are two different guarantors, each taking 15%. Can I request a hardship reduction in the garnishment with the collector as they are still trying to contact me? Also, I am reading that the minimum rehabilitation amount is 1%.

I  looked  but  I  could not  find  a  maximum  amount  that  set by texas  for this type of garnishment....texas  doesnt  have  a maximum garishment  law  set  as it  is a  non  garnishment  state  except  for  this type of debt.    
It  is  hard  to say if what  your guarantors will  say. You  had  the  opportunity  prior  to  both guarnishment  to  appeal  based on  harship.    Another  complication....if  one  of  your  guarantor  is Texas  GSLP,  rehab  is a moot  point.   Currently  Texas  has  no  rehabbing lender  available  so  they  are not  being processed.    This  is  affect  quite a  few  guarantors  so I  have  read.
