How do i get help with so many debts all around?

i have tried to go to school and get a good paying jjob but i have a learning dissability and the college would not test me for it and i dont have the records anymore it was found out when i was in 1st grade and my mother moved so much she was not sure what school it was at i have not much debt to some people but to me i am not far from being homeless wich i had happen to me when i was a kid i have student loan now cause i could not keep up with the pace and flunked and medical bills because i had no insurance for 11 years and 2 car loans because the car i had paid off got stolen and because we could not afford to get one any other way that is way we have a high intrest rate loan on one now and i took my tax return to get a home through a private owner and i am buying contract for deed i have tried to get a loan to just pay one payment and they all say no a few years ago i tried debt counclers and they said they could not help me i did not make enuff but they will start to dock my pay check again and then i wont have a car to get to work to pay them and then whatoh when the 15 yr old stole my car i only had lyability and it was not covered and the car was wrecked well all i know is if we my husband and i only make 1100.00 for me per month and he makes 1600.00 per month and the payments are house 525.00 one car 250.00 and the other car 280.00 car ins 110.00 util 350.00 home taxes 600.00 home ins 120.00 how can i get food for our kids and buy gen house hold supplies on that this includes gas and he drives 45 miles to get to work i forgot that i have ins taken out of my check each month now that i have started a new job that has it but that is 250.00 per month
