How long have you had these loans? According to IL law you can request a repayment plan after 35 days and all interest and fees stop.
Also rollovers are prohibited which means that all payments go toward the loan and the loan fee. They can't just charge you a fee to keep the loan open.

As I said CashNet is legal but I have heard they will work out a payment plan.
Payday One is legal and they are very nice and will work out a payment plan.
Again MTE is illegal and you only owe the principle on illegal loans.
