Tenessee recognizes the license of any state. There are two questions here. Is Outback Bucks licensed anywhere. Probably not but possibly in Nevada where they have a mail drop. Do the laws of Tenessee apply to them? Most likely. The laws say no rollovers permitted. So I believe you have legally paid them off. I would close my account and deal with them through certified mail demanding a paid in full.
