Please define initial contact

I had thought that once you get a phone call from a CA that would be initial contact. By that I mean the phone rings and even if you do not answer that would be the contact.
Based on another post I just saw initial contact if over the phone would be when you actually talk to the CA when they call.
So is initial contact (if done by phone) when a CA first calls you even if you do not answer or only if you answer the phone.

initial contact occurs when you actually speak with a collector.
initial contact occurs when you actually speak with a collector....a dial and the phone ringing is only an attempt.
