PA laws for payday lenders

Can anyone help me with what the laws are regarding payday loans in PA? My husband received a threatening call from an agency collecting for Payday Services, threatening legal action and jail time. They claimed that they sent letters but they sent them to Harrisburg, VA and we live in Harrisburg,PA

Payday loans are prohibited in PA.

payday services is an unlicensed pdl.therefore you only owe what was borrowed.you can't be arrested for owing money and PA has real strict laws for garnishments.

PA allows internet loans as long as the PDL is licensed in at least ONE US state.

The law did just change on 2/1/2009 that states they do have to follow the rate plans in PA instead of what ever they wanted to before.
