Feeling Stuck!

I feel really lost with what to do with life here...My credit report has 4 accounts in collections, all of which are being paid down and are at least a few years old. I also have student loans that had delinquent past but have been current for a whle now. My equifax score was listed at 637 (though that had 1 less collection than TU or EX had).
I'm trying to plan future but I don't know what to do. I make about 35k a year and I'm not interested in any lavish expenses but I see people around me who seem to be or should be in much worse shape than me yet they have apartments and cars and whatever else. Meanwhile I am stuck in a rooming house. I take public transportation, I don't buy anything and I rarely spend money going out. I have no credit cards, so maybe that's why my account balance is never that high since I always live out of pocket. I don't understand if I am missing something. Is there anyone out there who has dealt with such financial frustration that might be able to give any advice, point me in a direction, or anything of that nature?

If you make that much you should be able to afford a $650-750/mo
If you make that much you should be able to afford a $650-750/mo apartment and a score of 635 isn't terrible either. Just have $1300-1400 available for a security deposit. What's the problem?
