The law is that their communication cannot cost you money. So technically if you have a unlimited call cell phone plan it is not illegal. However if you pay by the minute, then it would be an fdcpa violation. You must tell them they are calling your cell phone ....first call would not be a violation.

I would say as long as they are not "concealing" the true purpose of their call, there's no reason they can't call a cell phone.
To the OP - there are a thousand different programs out there that find information on people. As soaplady said, they probably ran a skip trace on you, and your cell# came up. Or maybe they called a reference, and your reference gave them your cell#.
