debt owed State of TX and Statute of Limitations

If Texas has a 4 yr statute of limitations on debt, is the State Govt exempt from that or must they also be bound by that, particularily if the debt was never litigated? For example, supposed someone received unemployment benefits and later was found to not be entitled to them, and the State sent a letter telling the person to pay it all back. After no further contact since that first year, can the State, 12 years later, require payment of the debt?
