Help with PDL's in CA

I have 7 PDL's and cant afford my next round of payments. i heard my loans were not suppose to be more that 300 in CA. is this right? are these companies legal? what can I do?

Cash Central $297 pymnt $297 balance
Zip19 $480 pymt $480 balance
PaydayMax $155 pymt $581 balance
National Payday $100 pymt $500 balance
EZPayday $155 pymnt $455 balance
Integrity $100pymt $250 balance
I need to get out from under this debt and would like any help with advice that I can get. Thanks!
