Portfolio Recovery

Can anyone tell me, where I can lodge a complaint against Portfolio Recovery. They call my house at least 3 times a day.
Originally they said they were collecting on a debt for IKEA, I have never had credit with IKEA. On the advise in this forum, I asked them to send me validation, their response was to send me an Identity theft form, requesting I send them a notarized statement, including a copy of my D/L and Social. HA HA they must have thought I was stupid. Instead I sent them the unsigned letter, which you suggested, by registered mail, and did not hear back from them for about 4 days. Next they called and said that they were trying to collect on a Visa credit card account. When I told the lady who called that I had already sent them a letter regarding this, and that I needed debt Validation, she got very nasty and said. We don't have to send you anything. You owe this debt, and need to pay us now. I hung up on her, and had not answered anymore calls from them, I just let it go to voice mail, and although they could have left a message on the numerous times they have called, they never did. As soon as voice mail answers they hang up. This morning they called again. As soon as she identified herself as being with Portfolio Recovery, I told her that I had already sent them a registered letter, ( Ihave the signed receipt) and to please stop calling me. She said I was lying about sending them a letter. That she was trying to collect a debt for a car loan, and that if I was disputing this that I would have to fill out an identity theft form.
I told her that 1. I was not claiming identity theft. 2. I have never had a car loan. (to this she responded with "Yeah Right! Everyone has had a car loan.) 3. If this was indeed my debt, to send me the original creditor, amount, dates etc. (to which she responded that they didn't do that kind of thing.)
At that point I told her that 3 different people from their company have now called, and since they can't even get it straight as to what they are collecting for. Ikea?? Visa?? Now a car loan?? I can only figure they are a scam. To this she hung up on me.
I want to lodge a complaint against them somewhere. They have not responded by mail to my registered letter, yet continually call to collect for who knows, who. Isn't there some law against this.

Start with the Attorney General in your state and theirs, The FTC, the BBB and the ACA if they are members. What state do you live in? I'd start recording the calls if you are able.
