Who do I report a Payday Lender to?

I have a payday loan that I set up payment arrangements on for Little Loan Shop when I was laid off my job. I have only $100.00 left to pay. This payday lender has been presented a debit to my checking accounting every week for $420.00. My checking account is overdrawn and I am working with the bank.
Each time I call and talk to a representative they say I have to talk to the resolution department. And the representative always has to have the resolution department call me back because they can never get them on the phone. And of course, the resolution department never calls me back. I called again today and the representative noticed that the resolution department hasn't called me back from the last time I called which has been two weeks so he also passed this information along to his manager.
I don't know what to do. I don't owe them $420.00 and I keep getting overdraft fees from the enormous amount of times they have tried to draft my account this month (enough to pay the $100.00).
Where can I report them? What should I do? My husband's paycheck goes in tonight and I don't want my bank to pay them the $420.00 that I don't owe.

You need to go to your bank and put a hard freeze on your account for deposits only.?? What state are you in??? It is very possible they are not licensed to lend in your state.?? I am going to look for an email address for the Resolution Department.?? If you do not stop them they will take your money.
