NCO is one of the worst collection agencies out there, so tread carefully. Excellent strategy, continue to tell them that you are recording the call; or don't answer the phone when they call.
I don't know what's up with these CAs who continue to harass you after payments arrangements have been made.
And file a complaint with the FTC.

Actually..DON'T Tell them you are recording!!! If they say they are recording, then you have the right to record as well since there is already two party consent to record. Just make sure you get on the recording that they are recording, then you are golden.
If they don't say they are recording, you can ask if they are recording, if they say yes, then you can record as well without informing them of this.
If they say they are not, then you will have to say you are recording, but if they refuse, then simply keep that recording that they refuse, how ever many you get...will go a long way to show a court that they look highly suspicious that they refused to speak while being recorded.
