Permanant fixtures (accessions) to the vehicle become part of the collateral and subject to all the creditors claims and rights in and to the vehicle. The bottom line is going to be : if you need tools to remove it from the vehicle, then it's theirs now.
The only personal effects you are entitled to retrieve after repossessoin are going to be "loose" items that aren't attached to the vehicle. For example, you can get back a GPS system that suction-cups to the window; but if that GPS is installed in the dashboard, then you can't get it back. As I said above, if you need tools to remove it, then you won't be able to get it back unless you redeem the collateral by paying the amount owed.

sorry to say, debtcruncher is right, if its bolted to the vehicle then its considerd part of the vehicle. check and see if they will allow you to reinstate the vehicle and how much it will cost. thats the only way you will get your rims back.
