I dont believe there is anything illegal as long as they are not breaching the peace. They cant threaten you and if you ask them to leave, they must.
I used to work in Human Resources and we had several store front
I used to work in Human Resources and we had several store front PDL's show up looking for some of our employees. They would show up with their clip board and paperwork and have the employees sign something and then they would leave. I have never had a situation in our office where they were asked to leave because of them causing a scene.

There is no legal issue with this unless they are asked to leave and refuse. If this happens, they could be guilty of tresspassing and/or harrassment.
