There is no requirement to report to all three agencies. What you might be able to do is whenever you apply for new credit (a credit card, a loan, etc) is to request that whoever is checking your credit report look at all three reports from all three agencies. Sometimes creditors only check one report, so maybe by asking them to check all three, they should get a better average and range. Credit reports from the three different bureaus can differ by a lot.

If you still have the loan and if you're paying off the dues regularly, then the creditor will have to report it to the credit bureaus. I haven't heard of any such rule that the creditor does not need to show any resolve loans on credit files of the borrowers unless it was taken out after Oct, 2008.

In your credit file this loan should only appear as a personal loan. Barclays (and their partners) are the only ones who'll get a view of this 'resolve bit'. With the resolve bit, Barclays gets a view of your struggle and adds certain terms to your loan. Your overdraft facility might be closed and you may not be able to apply for another Barclays loan within a period of 12 months.
