DV Letter

I just recently sent out a DV letter to a CA. The letter was sent out within the 30 day period and certified but when the green signature card arrived, it was not signed. Is this still valid?
Please advise.

Is the card blank or is there a stamp of some sort where the signature is suppose to be?

Also you can go to USPS.com and track the letter and get a print out from there. Also I would check with the post office and find out how this was delivered without a signature.

The signature box is empty. The green card is properly stamped and dated on the day it was received. They just didnt have the CA sign for the letter.

Upon further research, some CA's try to circumvent the DV process by not signing the card.

I am trying to get some advise on how to proceed. Should I send them another DV letter eventhought the 30 days have passed. Or attack them another way?
