I called the agency, demanding to speak with a supervisor (who admitted they were in Mumbai) and explained this person could sue the pants off them! I also called the business they were collecting for and told them the same thing. I am trying to find the person who they were trying to call and tell her the same thing.

Nice. I would make a copy of that message and send it (with a Complaint) to the FTC and to your State Attorney General's Office. They would love to hear about this! They (the AG) also may contact the alleged debtor and inform her that she has a good case against them for this blatant FDCPA violation. If it actually *is* her debt, she could pay it off with the $1000 provided by them!!!! HAHAHAHAHA!!! (As you can tell, I *love* it when DC's disobey the law because so many people could use that extra $1000 - I know I could.)
