Payment Plans- WI

I am trying to set up a payment plan with Cashnet USA.. they informed me that due to state law, they can't provide me with more than one EPP in a 12 month period (I had one back in Dec) I tried looking online and haven't been able to find anything.. I keep emailing them to set something up, but they keep telling me to call...Does anyone have any info on this?
