A quick question...
Can a CA on its own make a hard pull of one's credit?
On my file(s) I have noticed most did soft pulls, yet a few did hard pulls.
it seems to me yet another tactic by a CA to destroy a score as much as possible since the ones that do this seem to post an arbitrarily low credit limit..yet post the amount in collections as way above it.

If the original debt was a credit extension (credit card, loan, etc), then it is automatically permissible purpose for them to run your credit report in collection of that debt.
However if the original debt was not credit-related (ie the CA is collecting for unpaid parking tickets, bounced check, etc), Federal courts have upheld that they do not have permissible purpose to run your credit.
