validation letters

What are the rules regarding sening a validation letter to a debt collection agency? I believ it has been some time since my first notification from the collection agency, but I was not fully aware of the rules regarding validation letters. Will the debt collection agency be able to deny my request for validation if its been a significant amount of time since the first notice was sent? How does it all work?

So I send it to a credit reporting agency not the collection age
So I send it to a credit reporting agency not the collection agency? How would I format that letter? In the mean time what do I do about the collector?
