Help with Capio Partners

I have a debt from Rural Metro Corporation (ambulance) from back in early 2003. They never contacted me. I never paid it. I checked my credit last month and found a new account opened almost a year ago (2008) to Capio Partners. I called to inquire and they said that it was for the Rural Metro account.

It says the account was opened in 09/2008. When I asked they said it was correctly listed because that is when they got the account.

It says on my Credit Report that the account will be removed from my credit on 11/2009 and 01/2010 depending on which report you look at.

I told them that I can pay it in full in August and to wait until then. I told them to stop calling. They did a "asset check" on me and found that I have 2 credit cards with enough available to pay them. I said that I did not want to move debt around, especially since they are not charging me interest and my credit cards would. They say that I am refusing to pay and keep saying that they are noting my account and reporting me as refusing to pay and refusing to cooperate.

They are saying to pay immediately or else and keep hanging up on me when I try to explain to them that I will not transfer the debt to my credit cards. They also called a small company that I do contract IT work for. I told them never to call there again. They said it was listed as an alternate cell number. They have been very rude to me each time I refuse to do exactly what they want. I asked that they not contact me until August, when I will contact them. They refused. I explained that they are calling a cell phone and it costs me money to talk to them, they do not care.

When I told the lady that I thought their tactic of looking at my credit cards and expecting me to use them was personal and low, she said it was going to get way more personal and that I was not going to like what was coming if I did not pay right then.

When I look on my credit reports, Rural Metro Corporation does not even show up anymore.

I accrued this debt in Washington state, they are in Texas and I live in Colorado. I am in the military (they do not know that) but am a Colorado resident. I am stationed in Colorado and am about to leave to Italy in the beginning of July for 3 years.

My questions are, what is the Statue of Limitations on this? Which state applies to it? Can they collect from me in another country (Italy)? I am not sure if me being in the military plays a part in their ability to collect, however they do not know that I am in the military.

I have delt with a lot of collection companies before (cleaning up debt from divorce) but none were so unwilling to work with me.

Companies like this are scum of the Earth- violating our rights every day; many times they will list debt that doesn't even belong to you; just because you have no form of recourse. In your case making the debt look newer than it is can actually stop you from getting loans or other services and hurts your credit score much more. Our constitutional rights to "life, liberty, and the pursuit of happiness" are being grossly violated.
