CA sent proof after 30 days

If this has been asked before forgive me..
I had sent a DV letter to the law offiices of Mitchell N. Kay almost 2 months ago.. first they did send me a repyl withen 30 days simply stating they are "looking into this".. today I received proof that I owe this debt...it has been almost 2 months since I sent the DA to them.. are they able to legally collect this from me since it has been after the 30 days of showing proof??
I live in WI and I think for my state that a CA needs to be lisenced in this state but I dont know if they are or not or if that is even correct either.. I got this debt 4 yrs ago when I had no income and my spouse had issues..I dont have the 800.00 to pay them now either with all the other bills...I really dont mean to sound bad by asking these Qs I have paid off my other collections but this I can not afford ... tyia for all help

how do you even know if they are actual lawyers or not?? It all confuses me ...

really.. thanks...I did see a previouse list of agencies for WI but they were not on it..if they are a law firm then they would still be able to collect regardless if lisenced in my state correct..or no?
