You should always send a C and D letter by certified mail through USPS. Do you have their email ID with you? How much debt do you have with Outback Bucks?

When ever you are sending a letter certified for a purpose similar to this, also send the same one regular mail. You may not have "proof" of delivery, but they will get it.
A refusal thru UPS is just as good. However you are trying to C
