My mother is filing another bankruptcy (kinda long)

My mother went to go see a bankruptcy lawyer to file a Chapter 13, she just filed a Chapter 7 around 3yrs ago. I just don't understand how she can have this much debt again. A couple of months ago we went to visit her and I went shopping with her, she is so unorganized and when she went to pay for her stuff she must have pulled a stack of credit cards 3-4inches high. Now I'm not saying that I know the whole story and I am perfect because I filed a Chapter 7 because I lost my job last year. And I do still have a little debt. But I feel like my mother just doesn't learn and that after she end up going to file another bankruptcy another couple of years down the road. So is there anything, that will make her wake up and realize that if she ever want to have the things she talks about wanting she has to stop doing the things she is doing, its almost like she doesn't care what happens and according to my dad she has been like this since he met her, she even tired to hide all the debt she has ran up from my dad but he found out because some of the debt is his since my mom applied for a lot of this stuff in his name without him knowing. I am starting to get concerned about all of this especially with me having 3 younger brothers and sisters still in elementary, middle, and high school.
I am also interested in knowing how many times can she file bankruptcy and how long after a Chapter 7 can a Chapter 13 be filed?
