voluntary wage assignment

Does anyone know if a voluntary wage assignment has restrictions? I thinki I read somewhere that if you you work for the government (fed), state or a school district, your wages cannot be garnished. I know Texas does not allow wages to be garnished, but I had never heard of a voluntary wage assignment, and I think I signed one. I need help and would appreciate any information you can give me.
