It is also past the statue of limitations in the state of Louisiana!!! Should I just ignore them or send them a Cease Communications letter? Should I alert this to my credit report?

This is totally a scam. I just got the same letter and I know for fact it is not mine. I even went and pulled my credit report with all 3 agency and the credit report I can a few months ago. I would send a dispute letter and I would also send this to Capital One as well.
