Does anyone know if this company is a collection company? Are they part of Cash Central. What are their responsibilities as far as the FDCPA and FCRA?

I saw this but the FDCPA states if an in-house dept is collectin

I saw this but the FDCPA states if an in-house dept is collecting a debt they must follow the FDCPA. IS this right? Also Direct Financial Soultions has amended their name to Cash Central those on my credit report shows Cash Central as the original creditor, giving the impression they have sold the account to Direct Financial Solutions. They are even listed under collection accounts on credit reports. Just trying to get clearification on some items. Any and all help is great.
