It looks to me that Global Credit & Collections is NOT an in house collector. They have a BBB listing as a collection company with the addy: 300 International Parkway, Suite 100, PMB 10015, Williamsville, NY 14221 and the phone number: (800) 563-4929 as well as these numbers: (715) 668-0022

They also have a rating of F. Many unethical collectors will tell you or imply that they are in house, so that they can try to get around the collection laws.
An in house collection is just that, IN HOUSE meaning within the same company. If they are a separate company then they are not in house collections and are subject to all collection laws.
You should send a DV letter to global. What will likely happen is that they will close out the account and send it back to the OC. They may still try to mess with you, which I am inclined to beleive since they have such a bad BBB rating. Don't let them. Be firm, stay strong and fight for your rights!

No. As goldenbast said above, if they are collecting as themselves, then they are in-house and operating as the original creditor. It's all in the appearances. Some banks have their own collection departments (FIA Card Services, for example, is a part of Bank of America) but if they communicate to you as a different company (i.e. without any subsidiary notification) then they are considered an outside collector as defined by the FDCPA. In this example, if they said "Bank of America Collections Dept.", then *that* is considered in-house.
Charge-off just means that they wrote it off as a loss on their taxes (which is why when you settle you get a 1099 because uncle sam still wants his share).

If they keep it in house, how can it be wrote off as a loss when they can still possibly collect the full amount.

Thanks for the advice. I will send the DV letter to Global at the address above. The account has not charged off, just assigned to Global for collection. I was confused as to where to send DV because the letter I rec'd after speaking to Global does state on the letterhead that it is from Global in big letters, then underneath that in smaller print they put Capital One and a address for Capital One. Global did not list any address at all for themselves on the letter. I guess that is just a scare tactic they use. All of the callls I receive are from Global at a Canada #.

Again, a charge-off is *only* a tax reporting notice. When you pay it, the charge-off notation will change to COR - Charge Off Recovered, Paid, or Settled. For more info, see
