can the goverment take personal settlment money due to overpayment

hi i have a question about an overpayment of ssi that i have to pay back. i was hurt at work about 2 years ago.i messed up my back real bad and have to go through surgery to fix it. meanwhile i hired a lawyer to take on my case and now im receving a settlement check. i owe $20,000 to the goverment due to the overpayment. my settlement check is only for $14,000 and im wondering if they can take it before i even get it. i was told they cant because its personal injury money. is that true?
