i defaulted on my loan with CTC and I told me employer that i decline any wage assignment that the company be send. I sent CTC a letter revoking my wage assignment and telling them that I did some research and found that they are not following my state laws on payday loans. They are sticking with their laws and I told them that I was lawfully responsible for the principle only.They I filed a complaint with the Attorney General and I also received a letter from them stating I can make four payments to pay the account off but I can not use their services again. The payments that they set up are to costly for me and the letter stated that they are not licensed in my state but in the state of Malta. I am not sure what is going to happen once I tell them I cant at this time afford the payments they set up. They also sent this response to my rep at the Attorney General Office. Please help as I do not know what I should do.

Well, first of all I would tell them no address, no payments, then I would tell them you will pay them back on your terms, then send them whatever you can-when you can. They can't sue you or do one single thing to you. Tell them your state law prevails, then end your letter with this;
Please note I am not a resident of Malta, have never prescribed to be a resident Malta and have no Malta presence, as such am not subject to the Malta laws you detail. Have a nice day!

So do you think they will be upset with me if I tell them I will pay them when I can. Have you ever dealt with this company before. Also should I let my attorney general rep no as well

First off, Western Union/Moneygram is way more costly and time consuming than just sticking a money order in the mail. Also, you have them dead to rights, since they admitted in writing that they ARE NOT licensed in your state. I would pay them on my terms--so you can't use their services again? I would cry all the way to the bank, lol...
