Does the FCRA; mainly the phrase "account disputed by consumer" on my credit report apply to a OC using their in house collection department to collect a debt? If they have reported it to the credit agencies as a collection account. I again need case law or valid point of reference please.

"Account disputed by consumer" means that you do not agree with the listing (either the OC or the CA) in your credit report and you have disputed the same with the bureaus. If it is a collection agency, it may either be in house or it may be the CA that has purchased the debt from the OC.

If you do not agree with the information in your credit report, you can always dispute it with the bureaus. Under the FCRA, both the creditors and the bureaus are responsible to remove incorrect information from your report. If they do not remove, you can file a complaint with the FTC.
