lost car title

My fiance passed away a year ago and I have possession of his car. There are no leins or loans against the car. I have a gift afidavit from his mother, gifting the car to me, however, we cannot find the title. His brother is being a jerk and won't go to the courthouse and apply for a new title. What are my options?
