When an PDL sells your account to a collection agency, does anything change? Do new Cease and Desists need to be sent etc? What about them contacting your references?

Yes. The CA is a different company and is collecting as a third party. They must abide by your C&D request. Also they must validate the debt.
Send the CA a DV letter and a new C&D letter.

What is a DV? If internet lending is illegal in my state, then even if the loan is sold to a collectin agency - the bottom line is that I'm still dealing with an illegal loan, correct?

yes, that is how i see it.. i doubt that any legit collector would deal with these debts. a dv letter is a debt validation letter, which makes them prove the debt is yours.
