There is no such thing as "bailouts for Moms". I would be leary of any company that is this misleading in their advertising. As far as whether to declare bankruptcy or go with debt settlement, it depends on your overall financial situation. If you have income and can afford to make monthly payments that will go to settle your debts then that is better then bankruptcy. Debt settlement will effect your credit, but your credit score will begin to go up as your debts are settled. Bankruptcy will stay on your credit report for 10 years and you will have more difficulty getting loans in the future. However, if you can't afford to make any payments towards your debts and are struggling to just pay your living expenses then bankruptcy may be right for you.
I would explore both your options and then make a decision. Make sure you look for a debt settlement company who will analyze you overall situation to determine if the program is right for you.

If you cannot do a Chapter 7 BK then stay away. I would need to know more about your current situation.
Please read my blog if you are looking at debt settlement companies.

I used to work for a bank which managed student loans. If you don't have a job, you can get a deferment. You should call your bank and ask them for the forms to defer your payments.

Im trying to figure out if i can take out a loan that will pay back my current loans until i get a job. its not so easy getting one around here with only 3 years experience working, only two jobs ever, and competing against 40 year olds with 15 years experience who have been laid off from their jobs :( i really need some options.

There are many posts out there touting "bailouts" or forced negotiations due to new legislation. The website debt-bailout-usa-dot-com is a FRAUD!!! There is another website out there called www.debtbailoutusa.com that is an actual educational website for everyone. They helped my sister with getting her finances under control. There were tons of links to government agencies to verify the information they were providing was correct. If you are looking for help or if you are looking for information on how to avoid getting into a financial mess, I would totally recommend www.debtbailoutusa.com.
