Debit from my checking account from Portfolio Recovery Associates

PRA deducted $29 from my checking account. I have no idea what this is for. I am on the phone with the bank now. How can the get access to my checking account??

If they have a judgment against you (check your credit report) then they can take money directly from your checking account with support from the court system. If you have given them your information (debit card) they will take money from your account when they want (legal???).
If neither of these two situations are true to your scenario then I would suggest you contact a lawyer immediately and file suit against the CA. Consumer rights attorneys would be happy to hear this story.
