Did a Bill Collector Send This?

There was a business card size, plastic envelop, with a clear see through front pocket, stuck to the inside of my mailbox. It was stuck because it had adhesive on the back side.

Inside the clear pocket was a card with a bar code on it. The card also had my town, state, and zip code on it. In big letters was the word THURSDAY. There was a date in the left hand corner. It was dated 07 28 09, and a time. NLM was printed on this card, and beneath the NLM are four black slanted lines.

Can anyone tell me what this card means? It did not have any name printed on it. Handwritten on the back was my last name and my house number. There was no package or envelop...just the pocket holder with a business card.

This card was in my box, today, a Wednesday.

Is it a law suit sent via USPost Office? Is it certified mail?
