NCO Financial Systems - 13 year old debt?

I just received a letter from NCO regarding a cellphone account I had 13 years ago. I do not recall owing any money when I closed the account and they are unable to provide any evidence. I don't want to pay this debt but am afraid they may ruin my credit.
Trying to find out what the statute of limitations would be on a debt of this type. Even if the statute has run out, can they report to a credit agency that it is an unpaid debt?
Not sure how to proceed and wondering if anyone has had a similar experience?
