I think it's a N.Y. number, you'll need to contact your cell phone provider and tell them you are receiving numerous calls from an unknown caller and would like the minutes removed from your bill. They will ask for the number that calls you and times per day/dates they called so make sure you keep a log. This way, in the future they won't charge you for the calls. You do need to contact your cell phone provider though.

It very well could be, I googled the number and came up with several posts made by other people claiming it was a collection agency. Mann Bracken are one of the worst CA's, they are ruthless and don't follow the FDCPA!
