i am a little unsure as to what your question is? do you mean does the balance have to be a x amount before the ccard companies will settle? usually not but the smaller accounts like say below 1,000 seem to be really hard to settle. and usually time is a big factor the longer the time goes on without payment usually the better settlement you get. but keep in mind the longer time goes on the more likely you are to get sued too.

'love my things' is right, small balance accounts also inflate %wise very quickly...not so much in interest but the fees can really add up over time. Also, since the small balance accounts seem to be tougher (higher % settlements) it really eats into any savings advantage that settlement might provide.
With these small balances a hardship program might be best. A zero or low interest payback is possible with many CC right now. After I missed a couple of payments, all of my accounts offered me hardship programs with zero or low interest and some even offered to remove the recent late fees and interest. That's not a bad deal on cards with smaller balances.

Exactly now i got great settlements through my other cards but for example my citibank that i eventually got sued for was origional balance of 1000 till it was all said in done with late fees and sort they took me to court for 3000 they would not budge, or even counter offer. They wanted the 3000 all i asked in the end was to pay the origional debt and they still would not move. so it depends on your balances and how many other cards you have if it would make it worth your while. in my case it was still worth it but if you only have some small petty cards i wouldnt do it. its just not worth it in the end.
