Recieved Court Summons: What Next

We just recieved a court summons in the mail for an outstanding credit card debt. What is my first step in this whole thing? I have 28 days to respond, but who do I respond to and how. I do not have the money owed since a bogus debt settlement company ripped us off and put us three months behind in payments, then the interest rate went through the roof. Every creditor was willing to help us out except this one (Capitol One). My wife contacted them on the phone and he was willing to take a $3000 down payment and $240/month (on a $13900.00 debt now at 32% interest). Just a note the actual debt was only $10,000.00, but penalties and interest have already taken it to the $13k! This payment plan will never pay the loan off....impossible!
