I also do not understand the illegal/legal status.

A lender can be said operating illegally if he doesn't meet the licensing and lending laws of the state. The state of Idaho requires the internet lenders to be licensed by the state authority to operate in it.

You can check the licensing status of these lenders from the following link. If you can't find them listed then most likely they are illegal in your state.

Pdls operating illegally means they don't have a license to lend and most often are not even operating out of this country. I may be a bit niave, but it was a big shock to me to find out this kind of thing could go on and that I had several of those loans myself!
