If the Credit Card Company can not give me information on on a five year old debt, and they don't report it to the credit agencies, because the facts are unavailable, then should the debt buyer be allowed to report old debt to the credit agencies? How can debt buyer prove true facts on an old debt of the original creditor doesn't even have that information?

That's a very good question, but they do that all the time. No, it's not right, and it can be quite a struggle for you to erase it and make them push off. Some of these JDBs even sue people over debts they can't prove. Send them a Cease-and-Desist letter. Tell them you will not pay this illegitimate "debt" unless ordered to in court and you will fight that tooth and nail.
