help with composing a letter

I need to send a debt validation letter to a collection agency. Is there one that does not mention credit report since this is not on my credit report. Also, I think I need to ask them to supply the original PDL company license number for the state of LA. The collection agency states that National Money Store abides by their state laws, not LA. Should I also ask if they are licensed to collect in LA? They are located in TX.
