Can creditors and CAs add "hard" inquiries to your credit report?

I have a credit monitoring service and recently review the information in my report. An account I have has recently moved from the OC to an attorney who is attempting collection. The Inquiries section of my credit report states this:
The following inquiries are "hard" or voluntary inquiries and were generated because you authorized the companies listed to request a copy of your credit report.
The name of the OC appears with a date just a couple weeks before they sent it to the attorney and now the name of the firm is showing up with a 2nd inquiry a couple days ago. Since I never authorized these credit reports to be pulled, what action can I take?
