WRECKED CAR NO INS. I AM SURE THE BANK HAS THEIR OWN TO PROTECTION. NOW I AM BEING SUED. iS THIS DOUBLE PAYMENT. HOW CAN I FIND OUT THE BANK WAS PAID ON THIS LOSS

Sued by whom? I guess by the lender, right?
See, there is no double payment. You had a lien on the car but had no insurance, now you're responsible for compensating the lender for their losses.
