United Collection Bureau / Citi

Then two days ago I get a letter from UCB, stating that I owe a debt to Citi which need to be paid at an address listed, unless I dispute the validity of the debt. And unless I dispute the balance within 30 days it will be assumed the debt is valid.
So I'll send a debt validation letter, certified return receipt. But I guess I'm confused because the UCB letter is telling me to remit payment to Citi. So has the debt not been sold to UCB? If the debt is still with Citi, do I (or can I) make them validate it?
And what if I call Citi directly, can I still deal with them to settle, or do I now need to work through UCB?

Also, does anyone have an accurate address for UCB? On the letter they've listed:

Toledo, OH 43614
Does this match the address others have?

I sent them a letter requesting validation. Haven't heard from them in a few days, so I called Citi's recoveries department and they said the account was under a cease and desist. I sent it to UCB, but apparently they may have kicked it back to Citi? Not sure how this works exactly.
Anyway, I'm back to talking with Citi and hopefuly it stays that way until I can settle with them.

Good luck, because I had this exact same scenario with a Citi account, charged off, went to UCB, I sent DV letter with no phone calls requested, then the account was sent to a local law firm, which sued me.

I hope to avoid getting sued, but I have spoken to Citi a few times since it was returned from UCB (or I presume it was sent back to Citi). They are still discussing settlement with me, but have said that at the end of the month the account would be sold or with a different department. I figured that might mean with a law firm, but we'll see.
