Help with IPDL 1000Cashovernight

I'm hoping someone can help. I took out a loan from 1000cashovernight and I think it is also known as International Payment Services back in February of 2009 and still haven't paid it off. I live in Ca. and here is the need info:
Original amount: 300.00 2/13/09
Paid so far:
3/5- 75.00
3/20-75.00
4/6-75.00
4/20-75.00
5/5-75.00
5/20-75.00
I also sent them a money order for 50.00 on July 5th. They have stopped taking ACH from my bank as it was overdrawn and we agreed to send western union until I found out how much it cost. I called them and told Max at 1000 cashovernight that from now on I would send it by money order. So far I haven't sent them any more money but now a new person is calling me requesting payment. I have sent them 500.00 so far and they are telling me that I need to pay 450.00 more and the account wil be closed. I don't mind giving them some extra for the service but it sounds like I only paid interest or something.
The lady today said that unless they receive payment soon, they will turn it over to their legal department and proceed with wage garnishment.
Does it matter if they are legal in California or not when dealing with them? I am at a loss as to what I should do at this point. I think they are based out of St. Vincent and from what I seen on this website, the state that you live in depends on if they can legally collect or not.
Should I continue to pay them or what would you recommend?

Getting ready to send out the Stop collections letter to 1000cas
I am going to send out an email to 1000cashovernight and just wanted to see if you think I have covered the bases. they called my Boss today and they gave me the phone number of the person that wanted to speak with me. Luckily, she didn't know who they were. Here is the letter:
I would like to take this time to notify you that I am revoking any and all wage assignments signed by me and I am revoking ACH authorizations to any of my personal accounts per the Electronics Funds Transfer Act.
907. Preauthorized transfers
(a) A preauthorized electronic fund transfer from a consumer's account may be authorized by the consumer only in writing, and a copy of such authorization shall be provided to the consumer when made. A consumer may stop payment of a preauthorized electronic fund transfer by notifying the financial institution orally or in writing at any time up to three business days preceding the scheduled date of such transfer. The financial institution may require written confirmation to be provided to it within fourteen days of an oral notification if, when the oral notification is made, the consumer is advised of such requirement and the address to which such confirmation should be sent.
(b) In the case of preauthorized transfers from a consumer's account to the same person which may vary in amount, the financial institution or designated payee shall, prior to each transfer, provide reasonable advance notice to the consumer, in accordance with regulations of the Board, of the amount to be transferred and the scheduled date of the transfer.

I have paid the original amount owed of 300.00 and paid interest of 200.00 when according to my States lending law,
The maximum fees that can be collected is 15% which I have paid.
I request that this loan be marked as paid in full and a letter sent to the address on file stating such.
I also request that the overpayment of 150.00 be refunded to me asap.

Wage Assignment to Employer from 1000 Cashovernight
I received this email from my HR department today even though I sent out the email to 1000 cashovernight and hadn't heard anything from them for almost a month. Here is HR's request.
We received the attached request to pay back a loan. I need to notify you so that you are aware that we have been requested to pay the amount indicated in the attached document.
Unless you instruct otherwise, we will process this on the next payroll.

I just want to be clear before I tell our HR department that I do not wish to have this assestment go through and then I am taken to court that what they are asking for, 450.00 to pay off the loan, not including the 500.00 that I already paid them is illegal in California and I am within my states law that they do not allow rollovers.
What from your experience dealing with Payday lenders will be their next step? If I could get a quick answer, I would appreciate it as the HR department would like an answer today.

From looking over the original contract that they sent my employer, the company is L&M Financial Ltd and Internationa Payments services are their EFT agent. I know 1000 CashOvernight is not going to send me anything, so is there anyway to stop them? I know it's not alot of money but it's the principle now that I'm informed.

No, they don't have to comply with a wage assignment because by law it's revocable. Send the letter below to them, then pront it out and give a copy to your HR person:
The date
Your name and address
The name and address of the creditor
Your account number with the creditor
Dear Sir or Madam,
I hereby revoke your right to use any wage assignment I may or may not have signed with you. You no longer have my permission to use this wage assignment. I am also revoking your right to debit any and all of my personal accounts per the EFTA, regulation E, which is a federal law. If you fail to abide by my wishes, there will be consequences to your actions as I am sure you are aware. I have sent a copy of this to my employer and my financial institution, therefore any wage assignment or debit request or made by your company will be denied.

IPS mailed my former employer a bogus wage assignment that got shredded after I gave my HR person a copy of my wage assignment revocation documentation. I filed a complaints with the FTC, BBB and the NY and Maryland AGs, the latter of whom referred my complaint to my state's (NY) Office of Consumer Fraud. I'm still waiting to hear from them.
